Registration and Account

Do I need to register to use the portal?

It depends on what you want to do:

  • No registration needed: Browse dockets, search documents, submit public comments
  • Registration required: File formal complaints, submit IPRA requests, file dockets

What's the difference between Tier 1 and Tier 2 users?

Tier 1 Users:

  • Can submit public comments, rulemaking comments, formal complaints, and IPRA requests
  • Cannot file new dockets or file into existing dockets
  • Immediate access after registration

Tier 2 Users:

  • Can do everything Tier 1 can do, plus:
  • File new dockets
  • File into existing dockets
  • Register and manage companies
  • Requires approval (2-5 business days)

How long does registration take?

  • Tier 1: Immediate access (registration takes 5-10 minutes)
  • Tier 2: 2-5 business days for approval after registration

Can I change from Tier 1 to Tier 2 later?

Yes! Tier 1 users can request Tier 2 access from their Profile page.

I didn't receive my registration confirmation email. What should I do?

  1. Check your spam/junk folder
  2. Wait 5-10 minutes (emails can be delayed)
  3. Verify you entered the correct email address
  4. Try the "Forgot Password" feature to access your account

I forgot my password. How do I reset it?

Filing and Submissions

How do I know if my submission was received?

  • The submission appears in your dashboard under My Filings or My Dockets

What happens after I submit a formal complaint?

  3. Status updates: You'll receive email notifications about status changes
  4. If accepted: Your complaint becomes an active docket
  5. If rejected: You'll receive a notice with the reason

How long does it take for a filing to be processed?

What file formats are accepted for uploads?

Dockets and Documents

What is a docket?

How do I find a specific docket?

  1. Use the Search function on the dashboard
  2. Use Advanced Search with filters

Why can't I see certain documents?

Company Registration

Do I need to register a company?

Only if:
